yay, maybe finally they will make a new Naruto game or something :D or maybe another Tekken game, im tired of all these crappy games on DS, so now they cant complain that its harder to make games on DS cuz theres less money to pay

to be honest, i dont really know what this means, but by the looks of it, it's a positive. new games is good news

see, what it means is that the tools to make games for the PSP (lisences, dev tools, and such) have all been lowered in price, meaning that now it is cheaper to make games for the PSP.
and that means that now, devs that weren't sure about making games for the PSP, now have another push towards actually getting a hands-on on the tools.
all in all, what this means is that we'll be seeing more games, and probably cheaper ones, for the PSP

finally, hopefully there are a lot better games coming out, not that the games coming out soon arent gonna be good. God of War all the way!
