you need special buzz peripheral controllers to play this game? how big is that user base?

In Europe? Quite large.
In the US? Probably much smaller.

The PS2 wired buzz controllers will be compatible too, see.

7 million Buzz! games including Buzz! Jr. sold according to the PlayStation Day press conference. Less controllers than that obviously as some families have multiple buzz games.

Yes, Buzz has been out a lot longer in EU/AU/NZ than in US. Very popular party game over here. Hopefully "this summer" includes the EU PSN store!
